Fuller Long are delighted to welcome two new Planning consultants, David Armstrong and Gemma Davis, into the Fuller Long cooperative.

David Armstrong

Over the course of his career, David has gained extensive experience advising private landowners, commercial developers and local authorities. He started out in Dublin in 2005 working for a small planning practice in Dun Laoghaire, where he was involved in an extensive range of residential development projects. He spent 10 years in London where he gained significant commercial experience working for a number of major planning firms as a lead retail impact and capacity modelling analyst.

David has an in-depth knowledge of planning law, policy and development control, and has appeared as an expert witness in multiple planning inquiries. He has a proven ability in project management, coordinating large teams of technical consultants while handling major mixed-use development projects and urban extension schemes. He devised the hotel needs assessment methodology that was incorporated by the Department of Communities and Local Government in the UK as planning practice guidance in 2009, and has written numerous retail and leisure studies for Local Authorities providing the evidence base for their development plans, and advises on retail capacity, impact assessment and general planning matters.

Gemma Davis

Having worked in both the policy and development control sides of the public sector Gemma has brought a sound knowledge of the systems and processes of Local Authorities to benefit her current work in the private sector.

Over fourteen years of working in the private planning sector Gemma has worked on a wide range of projects including major town centre mixed use schemes, large industrial redevelopments, HQ office redevelopments, residential towers, and sensitive heritage and conservation work on Listed Buildings and in Conservation Areas. She has successfully negotiated numerous large applications through to planning consent and managed the planning conditions through to completion. Gemma is a Chartered member of the Royal Town Planning Institute.
