Fuller Long have been granted Listed Building Consent and Planning Permission for the full refurbishment of a Grade II Listed terraced building, located within the St James Conservation Area, between Green Park and Charing Cross.
Our client was dedicated to repairing and refurbishing this Grade II Listed building after it had suffered a series of unsympathetic changes and neglect. For these works, we prepared a comprehensive Heritage Statement, ensuring that the works were complicit with the local and national planning policies, specifically in the context of preserving and enhancing heritage assets.
Having being built between 1685 and 1686, the residential property had undergone a number of internal and external alterations and conversions between 1919 and 1996. This included the continuous modification of the internal layout and a change of use from a residential property to an office block in the early 70’s and back again. The property had even been joined with a neighbouring property at one point in order to create one large property. These changes had substantial impacts on its interior, with little of the historic fabric being preserved. However, the overall historic significance of this Grade II Listed Building and its internal elements such as main stairs, together with the front of the building, had preserved this heritage asset and its contribution to the distinctive historic townscape of this part of London.
Our client sought to recondition and upgrade this historic townhouse in order to meet 21st Century living requirements, allowing for better use of space. This included the removal and replacement of modern kitchen units, installation of new partition walls and rearrangement of the internal layout as well as the addition of a rear extension.
Following pre-application advice, the proposed works were adjusted to meet the advice provided by Westminster’s conservation officer, removing elements of the proposal that were deemed controversial. The overall impact of the proposed works would be minor but beneficial, preserving the significance of this heritage asset and the overall St James’ Conservation Area. It therefore complied with section 7.2 of the Planning (Listed Building and Conservation Areas) Act 1990 as well as Section 12 of the NPPF and Policies DES1 and DES5 of the UDP.
By successfully providing evidence that the works were necessary in order to not only maintain but enhance the special historic and architectural interest of this heritage asset, we were able to gain both Planning Permission and Listed Building Consent for forthcoming works.
